The A22 Godstone road will finally reopen for tomorrow's rush hour after being closed for over a month.
The council have also issued a plea for drivers not to park on the water pipes which still line the road from Whyteleafe to Purley.
"We currently anticipate the road will be open in time for tomorrow's rush hour," said a spokesman.
"In the meantime those people who have been permitted into the area for access to homes and shops are asked to be careful when parking as incidents such as this have the risk of putting back the work we have done so far and could delay the re-opening."
Traders along Godstone Road in Kenley have suffered from the road closure since February 6 when the floods began.
Many have had their basements flooded and experienced a complete lack of customers for weeks.
However, Abdul Jabbar, the manager of restaurant Saffron, said he was planning a party for when the road reopened and the businesses were back up and running.
Harris Primary Academy Kenley has also been closed since the beginning of February with school children being bussed to the Crescent School in Selhurst and Harris Academy Purley.
Parents have been told their children may be able to return by Easter when all the roads are fully cleared.
