Raw sewage is flooding up through man holes and flowing down the streets of Kenley.
Roadside drains are becoming blocked with effluent varying from toilet paper to sewage, sanitary waste and condoms.
Pat and Brian Cashinella, 73 and 74, from Lower Road, said the sewage had been bursting from the man holes since the flooding in Kenley began.
"I've been out unblocking the drains all the time because they block up by the hour," Mrs Cashinella said.
"It's disgusting, I've been picking all sorts out and our neighbour has been on and on to Croydon Council.
"They kept saying someone would come down. One man in a van did once with a brush but it doesn't solve the problem and the drains only block again."
Thames Water are responsible of sewage but said although many sewers were currently filled with floodwater, public health is a council issue.
A Croydon spokesman said: "We have received some reports of sewers surcharging both surface water and foul water, on public and private land, and have reported the situation to Thames Water who would need to assist in the clearance and clear up.
"We have also asked them to provide signage advising members of the public to avoid areas where there are problems.
"We would also urge people to heed the advice from Public Health England and the Environment Agency about taking care around flood water."
